Install M18 Build 2000101014 on Win98. Remove all the files from C:\Program 
Files\Mozilla\Seamonkey\Plugins (your install location may vary). Start 
mozilla. Go to a site that requires a plugin such as http://www.boo.com (Go 
that site from another bug report on flash.)

You will get a dialog that says:
Netscape cannont fine the Plugin Downloader Plugin. ... Please visit 
http://www.netscape.com/ to install the Plugin Downloader Plugin. 
Shouldn't this say Mozilla or Navigator?

Click OK and you get an Illegal Operation:

Visual Studio reports this to me as Unhandled Exeception in mozilla.exe: 
0xC000001D: Illegal Instruction.

I don't have the source, so I can't tell you any more specifically were it is 
occurring.
Reporter, if you have talkback installed, it will send back information
to netscape that will help to investigate this crash. Can you try again
with a talkback'd build? (use mozilla installer and do a complete install)

Like I said, I'm using M18. I did a complete install with the installer. There 
is no talkback. But, I did find one more step needed to reproduce this bug. You 
must click on the main mozilla window to put the dialog behind it. Then 
minimize everything and then click OK in the dialog.
