This is a tracking bug for the first phase of the Local Data project.

This phase will consist of the following tasks:
1. Creating an XHR script to simulate GoogleAPIs (ie. search suggestions)
2. Creating a delayed page load testpage
3. Utilizing both of the above in the tests which require them (4 tests)
