Details

BUILD: 2010-10-12 build

STEPS TO REPRODUCE:

1) Start the browser with a clean profile
2) Open 4 tabs in the window.
3) Load the following urls in the tabs, left to right: http://slashdot.org/
   http://www.bbc.co.uk/news/ http://web.mit.edu/ http://www.mozilla.org/
4) Open Panorama
5) Make the one tab group wide enough so that all the tabs are on one line
6) Mouse down (but not up) on the mozilla.org tab
7) Drag it to approximately the space between the slashdot tab and the BBC tab
8) Mouse up (so drop the tab)

EXPECTED RESULTS: Tab order is now slashdot, mozilla, BBC, MIT

ACTUAL RESULTS: Tab order is mozilla, slashdot, BBC, MIT

There's other weirdness too. For example, replace step 7 above with:

7') Drag it to above the MIT tab

then

NEW EXPECTED RESULTS: First tab is slashdot

NEW ACTUAL RESULTS: First tab is Mozilla

It doesn't always drop to the beginning, though.

Oh, and the lack of a drop indicator is a problem too, of course.

This behavior gets far more noticeable with 6+ tabs within the group (especially with two or more rows). For me it almost always moves tabs to either the first or last position within the group and practically never to the position i want (unless said position happens to be the last or first).
Finally found bug 587503, which this is a dupe of. Feel free to pile on over there.
