STEPS TO REPRODUCE:

1)  Open enough tabs that your tabstrip becomes scrollable
2)  Grab a tab near the end and try to move it to the beginning by dragging

EXPECTED RESULTS: Tabstrip scrolls left as long as your mouse pointer is to the left of its left edge.

ACTUAL RESULTS: Tabstrip scrolls left only if your mouse pointer is over the left scroll arrow.  If it ends up on top of one of the app tabs, you lose.  Furthermore, the blue drag indicator can _also_ end up showing over the scroll arrow, and if it lands under your pointer the scroll will stop.  The only way to restart is to jiggle the mouse around a bit, and then it'll go for a bit... and stop again.  It just took me about 30 minutes to rearrange 37 tabs in the right order as a result...
