****observed with 2000-11-08-07 ja linux build ****

For some gb2312 html pages, line breaking is not working.
A sample gb html page will be attached later. On this page,
starting from the 9th paragraph, there is no line breaking.
4.x doesn't show this problem.

This problem has nothing to do with line breaking in GB. Those text showed problem 
are under <pre>. However, this style information is lost after many text in certain
situation. I created a new test case to better show the problem. 

If you observe carefully, you can find that <tr> <td> is missing after <table>. If 
those tags are added, problem will not be seen.
