If you find yourself in the unfortunate and inexplicable situation where you have a bunch of tiny tabs after a restart, for example, it's really difficult to corral them back into a group, because they are so tiny.

This should be invalid if we fix the problem where we get a bunch of group-less, tiny tabs in the first place, but in the meantime we could make it so they have a larger minimum size to be able to handle them and put them back in a group.
It should be invalid if bug 598600 is fixed, but if that doesn't happen soon, this could help.

I think we'll just fix the bug :). We've got a patch under-review, so hopefully this will all be sorted out soon.
Now that bug 598600 has landed, this behavior should be unnecessary.
