Build Identifier: Mozilla firefox 3.6.10

Image reloading not working after I once load wikipedia with broken page rendering caused by previous slow connection. I tried the following action:
- Click the reload button,
- Click the "reload image" context menu,
- Erase the browsing cache and repeat the previous two action.

Reproducible: Always

Steps to Reproduce:
1.Loads any complex page in slow connection (below 1 kilobyte/second)
2.If the rendering is not complete (bad rendering), then
3.Do the action I have explained in "details".
Actual Results:
Refreshing whole page OR reloading certain images not working.

Expected Results:
Refreshing OR reloading certain images should result a better page view.
