STR:
1) Download http://ftp.mozilla.org/pub/mozilla.org/mobile/nightly/latest-mozilla-central-win32-l10n/fennec-4.0b2pre.ru.win32.zip
2) Try to start it

Expected results: Fennec starts
Actual results: XUL error instead of the main window

The reason is this entry in chrome.manifest file in Fennec program directory:

manifest chrome/en-US.manifest

that points to nonexisting chrome/en-US.manifest. It should be

manifest chrome/localized.manifest

in localized builds.

I examined the ru repack there and the chrome manifests look fine there. Which repack are you looking at and what sort of failure are you seeing?
I also examined a ru nightly l10n repack at http://ftp.mozilla.org/pub/mozilla.org/mobile/nightly/latest-mozilla-central-linux-l10n/ and it looks fine to me. It also appears to start fine. Resolving this bug again. Whatever issue there is with the maemo5-gtk repacks is not this bug. Please file a new one with more details.

Also the french and Finnish ones .. The multi build works fine.
This bug is about the desktop build and not about the maemo build, so per mwu's comment 9, please open a new bug for that?
