605414 - Localized desktop Fennec build doesn't ship /services directory in l10n

I've noticed that "chrome/ru.jar" in http://ftp.mozilla.org/pub/mozilla.org/mobile/nightly/latest-mozilla-central-win32-l10n/fennec-4.0b2pre.ru.win32.zip doesn't contain /services directory.
That probably affects Sync feature.

Sorry, this is not gonna suffice.

libs-% in http://hg.mozilla.org/mobile-browser/file/default/locales/Makefile.in#l109 needs to have line like in browser, too,

Is this bug should fix this issue for Android multilocale builds too or should I open separate bug?
I just grabbed Android multilocale build from http://ftp.mozilla.org/pub/mozilla.org/mobile/nightly/latest-mozilla-central-android-r7/fennec-4.0b2pre.multi.eabi-arm.apk and there is no /services directory in any of locale directories except en-US.
