On OS X, the order in lists such as the preferred language setting is mostly changed by dragging the elements in the right sequence.
The preferred language setting breaks this, as it is only changeable with the "Move Up" and "Move Down" Buttons.
Reproducible: Always
Steps to Reproduce:
1. Go to preferences
2. Switch to the "content" tab
3. Click "Choose" in the "Language" section
4. Modify the order by dragging languages around
Actual Results:
Nothing happens, the only way to change the order is through the "Move Up" and "Move Down" buttons
Expected Results:
The order should be changeable by dragging the items in the desired sequence.
Take a look at the "Advanced" settings of your Airport in the "Network"-section of your OS X system preferences. The preferred networks list shows how this normally would look like and behave on OS X.

It can be done, look at the search engine manager for instance. I can't find an older bug though, although I'm pretty sure that it was discussed before.

Request bug 605827 is not exactly a duplicate of request bug 723926, it deals only with drag-and-drop inside the list.
