for jsreftest/ecma/Date tests, we have one case where we fail if the timezone is UTC.  If we adjust the timezone to something else we pass the tests.

I would like to have a method in SUTAgent to set the timezone on the device/tegra.

This patch from Bmoss sets the timezone and also allows us the ability to run a command on the android agent with a set of environment variables set for that command.

I've reviewed it, so r+, but I'd like to get a follow-on bug/patch with whitespace only changes that removes all the windows line endings.  I may do that one myself. It makes it really hard to view this code on multiple OS's.
