when in safe-mode, the new add-on manager does not offer Restart and Undo after add-on state change. i am not sure if this is by design or not.
This is by design really as changes you make don't require any restart. Perhaps it might be worthwhile having a Restart button in the safe mode notification itself to get you out of safe mode though.

so the use case is: i go to safe-mode to disable or update a problematic add-on. then i would like to Restart the browser to return to normal mode. Undo would also be nice if a installed a bad version of the add-on.
Right and having restart in the safe mode notification would give you that option. You can undo new installs by just uninstalling them
