I cannot select License 8 (Other) for my extension on the developer hub

when i try and save a custom license (type 8 - Other) for my extension, "ebay negs!" the page always reverts to license type 1 (Mozilla Public License, version 1.1)

Reproducible: Always

Steps to Reproduce:
1.login to AMO
2. go to https://addons.mozilla.org/en-US/developers/versions/edit/120123
3. select license (8) 
4. add custom license text
5. click Update Version.
Actual Results:  
license selected always reverts to number 1 (Mozilla Public License, version 1.1 )

Expected Results:  
license selected should be (8 - Other)
and my custom license should be displayed

i have just updated my extension after many years of neglect,  and  i dont think i had to supply a license when i first uploaded it, in around 2004, so maybe that has something to do with the bug?
