Following bug 537900, I realised we need a unit test for apple double-encode attachments.

Basic route to creating a double-encode file:

- Start Safari and load a website
- Drag link to desktop
- Enter Thunderbird and open the compose window
- Drag the link from the desktop to the attachments pane
- Send the email

This should send as a double-encode file.

necko layer for 64-bit is turned off apple double support by bug 489280.  It means that Thunderbird 64-bit can attach apple double file, but It may not be able to download it.
