steps to reproduce:
1. Load https://preview.addons.mozilla.org/z/en-US/developers/addons
2. Pick an add-on with its latest version incompatible with latest FF version.
3. Notice the tooltip for Compatibility
expected behavior:
Pop-up recommending updating the compatibility is seen on hover as per
http://people.mozilla.com/~chowse/drop/amo/devtools/v2/Dashboard.png
actual behavior:
tooltip shown is "View and update compatibility changes"
