the buttons reply, forward, archive, junk, etc need to be at the top with get mail, write, etc.  This would add another line of space for displaying lines of emails.

You can already do this by customizing both toolbars to contain the buttons you want (i.e. add the reply/etc buttons to the main toolbar and remove everything from the message header toolbar).
There are certainly problems with the design of message header toolbar (e.g. that it can't be toggled off as a real toolbar, i.e. even after customizing all buttons away into the mail toolbar you'll still lose vertical space in message header), but what's reported here is wfm per comment 1, otherwise wontfix.
