It'd be really helpful to fun compare-locales not only head against head, but also against the latest signed-off revision. If there are any, and different.
I'd not run against all, both latest pending and accepted should be good enough.

Resolving WONTFIX.
Now that en-US landings are time-based, we can simply look at the time window of the push that got signed-off, and know what en-US source it's against, and if it's still good or crap.
