steps to reproduce:
1. Load https://addons-next.allizom.org/en-US/firefox/search-tools/?sort=featured
2. Notice that "OneRiot Real Time Search" is one of the featured add-ons
3. Check in admin-tools whether this is creatured add-on- https://addons-next.allizom.org/en-US/admin/features/category

observed behavior:

This add-on should be featured on /featured but should not be listed under /search-tools/?sort=featured

Under /search-tools/?sort=featured, we should list only those add-ons which are featured for that specific category.
