Details

Per our conversation on IRC, we're ready to test switching the Apache locale for handling non-ASCII filenames. It should just require editing /etc/sysconfig/httpd and restarting Apache. In /etc/sysconfig/httpd: HTTPD_LOCALE=en_US.UTF-8
