When a download begins, it shows it as about 5% done already

1. Download something.
2. The bar that tells you how much complete the download is shows that it's
about 5% done already.

thisis normal behavior, not a bug. When you click a link the download begins
(saving in a temp dir) while you use the filepicker to chose a download
location. when you chose that location and hit OK the download has already
progressed.
