steps to reproduce:
1. Load https://addons-next.allizom.org/en-US/firefox/addon/3336/contribute/roadblock/?src=search&version=0.40
2. Click on "Add to Firefox"
observed behavior:
Install fails with -261 error
Also:
Install works fine on prod

The file hashes on preview and prod, so the dev must have changed the file after the data import.
