It has been done in bug 551846 but reverted in bug 603141.

This bug should follow what is going to happen in the following w3c bug:
http://www.w3.org/Bugs/Public/show_bug.cgi?id=11162
FWIW, the js lib that makes us change the default value from 1 to 0 is now fixed. See bug 603141 comment 38.
The specs have changed so it looks like this change is no longer required.
