My bookmarks toolbar consists of a single folder called 'Mozilla'. I keep it between the searchbar and the feedback button on the Navigation toolbar. When I upgraded to b7, it was no longer there. I went looking for the bookmark manager, which has now confusingly been renamed 'Show all bookmarks', and confirmed that it was still in the right place, under 'Bookmarks toolbar'. I right-clicked on the navigation taskbar and enabled the 'bookmarks toolbar', but it did not appear there. Finally, I selected 'customize', and dragged 'bookmarks toolbar' to its spot between the search bar and the feedback button. All of this leads me to conclude what is in the summary, though I'm not positive.
It's possible localstore got corrupted in the update, we did not deliberately moved the position of the toolbar (I think you mean "Bookmarks Toolbar Items" element from the Customize palette when you refer to your toolbar). I think your solution with using Customize and dragging it on the right place was the right thing to do, but since we don't have the localstore.rdf file before the fact, it would be really hard to figure out what happened. For sure somehow the applied element was considered not on a toolbar, and put back in the customize palette. Could be related to some recent changes to toolbars customization code.
