steps to reproduce:
1. Load https://addons.allizom.org/z/en-US/developers/addon/228515/versions/
2. Click on " Upload a New Version" button

expected behavior:
User navigates to the add new version page

actual behavior:
Nothing happens since the button does not link to anything

Greg, I am assuming that the back-end for uploading new versions is done and just needs to be linked. So assigning the bug to you.
