Topdown menu on the Firefox menu is not shown up at all.

and the "select" HTML tag is not working well. 

Reproducible: Always

Steps to Reproduce:
1. Firefox button on the top of firefox
2. Setting(or Preference, In korean 설정)
3. It should show sub-topdown menu. But it didn't.
Actual Results:  
Nothing

Expected Results:  
It should show sub-topdown menu.

This does not sound at all like a Disability Access bug. But since I can't see the screenshot and don't know whether this is possibly a Korean localization issue, moving to "General" for now so someone sighted can triage and forward to appropriate component if need be. Thanks!
