Reproducible: Always Steps to Reproduce: 1.Right click on tab bar's empty area. Actual Results: Firefox does not show tab context menu. Expected Results: Firefox should show tab context menu.

Not showing tab context menu is happened in tab bar on bottom under the Navigation toolbar (called Old Firefox style) too. This behavior which is difference from old Firefox style cause of user's confusion. And, current behavior is like Google Chrome. But Firefox has "List all tabs" button on right end of tab bar. (this situation which tab bar has item on right end is like a Opera. For example, Opera's behavior show tab context menu when right click on tab bar's empty area) I think, Firefox show tab context menu when right click on tab bar's empty area, both it on top and bottom.
The tab bar is now a fully-fledged toolbar, so it makes sense that right-clicking on the toolbar itself would show the toolbar context menu, not the tab's.

But I seem that it's ploblem by implement of tabbar. It may not be obvious reason. I think that it should not change the existing behavior.
