611908 - Troubleshooting page in dev-guide needs updating to account for bug migration

The Troubleshooting page in the dev-guide has a few Bugzilla links that need to be updated after the bug migration.  This patch updates:

* the known issues link to list bugs in Product "Add-on SDK" and
  no Component
* the search link to search bugs in Product "Add-on SDK" and no
  Component
* the new-bug link to file a new bug in Product "Add-on SDK" and
  Component "General"

It also adds a blurb about needing to sign up for Bugzilla in the third case.

I landed since it's only a doc change, plus given that you just a+'ed bug 610420, I presumed you'd a+ this one too.  (Screwed up the commit messages though, because I was expecting that the branch merge would create a separate commit like it did for bug 610420.  It didn't, and I think that's because this time my branch began at the tip, whereas last time it didn't. :/)
