612003 - Navigation toolbar border disappears when hidden menu bar is shown

The lower border of the navigation or bookmarks toolbar, whichever is at the bottom, disappears whenever you press Alt to show the hidden menu bar, if gfx.font_rendering.directwrite.enabled is set to false.

Reproducible: Always

Steps to Reproduce:
1. Make sure "gfx.font_rendering.directwrite.enabled" is false.
2. Hide the menu bar.
3. Press alt to show menu bar
Actual Results:  
Lower border disappears.

Expected Results:  
Lower border should not disappear.

Able to reproduce. If "gfx.font_rendering.directwrite.enabled" is set as false in about:config, navigational toolbar lower border is missing after pressing Alt to show the menu bar.

This is so old, theme has changed so much. I don't even remember what it was lol.
