Reproducible: Always Steps to Reproduce: 1. Make sure "gfx.font_rendering.directwrite.enabled" is false. 2. Hide the menu bar. 3. Press alt to show menu bar Actual Results: Lower border disappears. Expected Results: Lower border should not disappear.
