Steps :-
(This steps should work at any zoom level, 
 big zoom level make it easy to notice)
1. Make zoom level to 500% at https://bugzilla.mozilla.org/
2. goto attachment 485965 [details] [diff] [review] (keep ZOOM here unchanged at 100%)
3. press back button to come back to this page
4. repeat pressing forward and back ward button many times.

Result:
occasionally user see page rendered at wrong scale,
then automatically correct it.

which was fixed by bug 386835 and bug 450751

I'm not sure how serious this is. Does it happen often? I don't think I've seen it
Here is a better way to reproduce
1. Open a new tab
2. goto https://bugzilla.mozilla.org/show_bug.cgi?id=612173#c1
3. click the link to the attachment link in that comment
4. hold down "Alt" key
5. keep hitting "left and right arrow keys" together

after few hit you should see issue start appearing...

How often this happen? this happen in a noticeably only after some time of browser usage. It seems more noticeable on slow PC.

How serious? when it happens it is very irritating especially when you are reading blogs with different zoom level needed to the linked pages.
