As per the title.

Reproducible: Always

Steps to Reproduce:
1. Visit a site that's not already bookmarked
2. Observe star icon on right had side of location bar.
3. Close firefox and save tabs
4. Observe tabs are restored.
5. Observe that star icon is missing from location bar.
6. Refresh page
7. Observe that star icon re-appears.
Actual Results:  
Star icon missing.

Expected Results:  
Star icon present.
