A block-quoted table, with anomalous (but produced by Mozilla Composer)
<caption><tbody></tbody></caption> guff causes the
downwards cursor movement (down arrow key) to go into a loop.
Also, upwards arrow sticks on a <HR> below this table.

Reproducible: Always
Steps to Reproduce:
Sample file at the URL is self-explanatory.

The workaround for this bug is to use the trackball/mouse to move
the cursor, so it is not a dramatic problem.

I hope to report later how Composer adds the guff to the start of tables,
including this sort of stuff before the first row:

<caption>&nbsp;
<br><tbody></tbody><tbody></tbody><tbody></tbody><tbody>
<br></tbody></caption>
