Accessibility issue: users cannot tab to the media upload window from the kb/gallery.
On Windows, at least, I can tab to the button to _open_ the modal, but the tabindex doesn't move inside it. Probably fixable with a .focus() call somewhere.

Accessibility problems are valid for SUMO. The site still behaves just as James described. I'm going to re-open this bug, under the assumption that there are people in the world who use sites primarily by tabbing around, and that they hate us. If that assumption is false, please explain it as such, and re-close this bug.
