fix EGL Texture

the EGL TextureImage upload code was making some wrong assumptions around region/rect sizes. This fixes, and fixes one set of corruption on Android with GL.
this version is better, because it calls TexSubImage2D correctly.

This patch no longer applies (and I can't see where it was setting mTextureSized to true ever). I believe this bug has since been fixed, so closing this bug.
