May have similar issue with bug#572074 but don't know enough to be sure. We don't recall having this problem with v2.x.

I'm wondering if anyone else is running into a Thunderbird problem with
certs that frequently annoys me. I have a bunch of perfectly valid certs
loaded for many colleagues from multiple organizations. Once or twice a
week, as I'm sending some encrypted email, Thunderbird claims not to
have a valid cert for a recipient. I go digging through my cert folder,
find an email with the valid cert, open it, click Security on my
outbound message, and suddenly it all works again. This annoyance has
been irritating me for about a year. Is it just on my computer, or are
other people seeing this too? Has anyone found a fix? 

Reproducible: Sometimes

Steps to Reproduce:
1. Confirm that you have current cert for recipient in Tools -> Options -> Advanced -> Certificates -> People
2. Send or reply to an encrypted and signed email message.
3.
Actual Results:  
Dialog when sending encrypted mail fails:

Unable to send your message.
You specified encryption for this message, but the application failed to find an encryption certificate for xxxxx@yyyyyy.com.


Expected Results:  
Sending encrypted mail should not fail if I have the recipients valid and current cert saved.
Anything in Tools -> Error console when this happens ?
Unfortunately, we are not seeing any output to the error console when it fails.
