steps to reproduce:
1. Load https://addons.allizom.org/z/en-US/developers/addon/64250/versions/
2. Click on "Authors & License" link
3. Notice the EULA/ privacy policy text.
sometimes, EULA and privacu policy is in non-English locale. See screenshot. Also, I have not seen this problem on directly loading /ownership page( so the convoluted STR)
