The tutorial directs a reader to download and install the SDK even if the reader has already done that and is reading the copy of the tutorial that comes with the SDK. At the very least, the document should direct readers to skip that section if it is not applicable. Even better would be to detect that the tutorial is being hosted locally and automagically hide that section in that case.

So this doesn't exactly address the bug but I hope it works well enough. I split out "Installation" from "Tutorials" which hopefully makes it more obvious that this is a one-time thing you do, that's independent of learning how to use the thing.
