move SDK-internal files and directories to "internals" directory

Details

A lot of files and directories in the SDK are intended to be used by the SDK itself but not accessed by (most of) its users. Those files and directories, however, are not labeled as such, and thus they complicate navigation through the SDK directory structure.

They should be moved into a single directory that is explicitly identified as being SDK "internals". Specifically, the following directories should be moved:

  python-lib
  static-files
  packages/development-mode
  packages/test-harness

Modules in packages/jetpack-core/ that are intended for internal use, like es5 and cuddlefish, should be similarly moved to a "core" package inside the "internals/packages/" directory.

We've already reorganized the repository layout to make it easier for us to land the SDK into Firefox. I think this bug is either no longer valid or is partially fixed, so I'm closing it out.
