Details

Select a mailing list in the directory pane. Click the Edit button. A card dialog comes up. I would expect the mailing list dialog to come up.

Agree. That is how 4.x works too. Adding Robin to cc list because when this didn't work, she just couldn't figure out how to edit a mailing list.
