Per bug 614323 comment 4, we should makes these values smaller to avoid dumping the constant pool more frequently. When the PICs land, we should tune both simultaneously.
Moving to the BaseCompiler.h header and getting rid of IC knowledge, so we'll close this and reopen if we actually know there's a perf loss involved.
