Kerz complained that we aren't persisting the folder view width and its 
splitter.

Will attach proposed fix.

Blake has a nit about including navigator.dtd, but this is parity so i'm 
including it now, and when someone (probably blake) fixes messenger.xul so it 
doesn't use this that same person should fix mail3PaneWindowVertLayout.xul too.

Uh, I'm very confused.  I don't understand why you added to the evil by adding 
another mailnews dependency on navigator (and that's more than a nit).  And I 
also don't see anything in the patch that requires navigator.dtd.  If 
messenger.xul doesn't need navigator.dtd, remove it.  If 
mail3PaneWindowVertLayout.xul doesn't need it, certainly don't add it just so 
the file is consistent with messenger.xul!  Now a new bug needs to be filed to 
remove the dependency; if you added it, it's your responsibility to remove it...

I'm glad the patch fixes another problem I recently noticed with the 3pane
layout - the taskbar thought it was a toolbar and had a grippy!

Yes well, at one point we planned to make the taskbar collapsable. I think that 
mostly died.
