Details

This is very likely a dupe since it is such a straightforward request.  In addition to our in location bar UI for displaying link targets, we should also provide a tooltip directly on links which shows the full target URL.

This is slightly less efficient for users since they have to wait long enough for the tooltip tip to display while hovering, but it is also more contextual, and allows us more room to display the entire link (in some some situations portions of the URL can get cropped in the location bar).

For links that already specify a tooltip, we should not override it.

I like your suggestion Alex, and I didn't find any duplicate of this enhancement under "Advanced Search", search text "tooltip".
