Details

For the XBL-embedding-DnD stuff, the bindings for the drags need to be able to
tell if they are hanging off chrome (so they can ignore the event) or content
(so they can handle it).

Blocking dnd for embedding.

Alec discussed ways of doing this in bug 60984.  I don't think there's an easy, 
generic way to distinguish between content and chrome.
