steps to reproduce:
1. Load https://addons.allizom.org/z/en-US/developers/addon/182409/edit
2. Notice the locales listed under "Localize for" dropdown box
3. Click "edit" for Basic Information
4. repeat step#2

observed behavior:
Without clicking "edit" for some section, there is no way of finding out which locales have translated strings.

Locale badges are missing for localizable fields in read-only mode. Potch tells me it is the same bug.
