615449 - Fix up talos reference boxes

These two hosts aren't reachable through VNC and act like they are off:
 t-r3-w764-ref.build.mozilla.org
 talos-r3-fed-ref.build.mozilla.org
DNS says they're still in Mt View - 10.250.50.120 and .48.240 respectively. Wouldn't be surprised if they were turned off during mini moves and just need reconnecting to power and/or network.

Also talos-r3-xp-ref.build.mozilla.org isn't in DNS, but is in the inventory at 
  10.12.48.20/talos-r3-xp-ref.build.scl1.mozilla.com
It's non-responsive to VNC on that IP. Please check if it is actually in Mt View, and fix up DNS if required. If it is in SCL then I'll put it on the reboots bug. Either way it'll need the missing the CNAME to build.m.o.

jhford brought the three boxes online so this bug boils do fixing DNS for talos-r3-xp-ref.

Please 
* allocate an IP to it in Mt View
* add a A record for talos-r3-xp-ref.build.mtv1.mozilla.com
* create a CNAME for talos-r3-xp-ref.build.mozilla.org that points to the mtv1 record
* remove the A for talos-r3-xp-ref.build.scl1.mozilla.com

xp-ref fixed in DNS, CNAME created, removed the A record for SCL
