When live chat is closed, the operating hours need to be shown somewhere on the page, preferably in the block where the chat status is shown when chat is open. The current hours are: 2pm-4pm PST Monday-Thursday 11am-1pm PST Monday and Wednesday 9am-10am PST Tuesday and Thursday 10am-1pm PST Friday

This should be fixed by adding two wiki templates to the page, one to be shown when chat is closed/full/ready and another when chat is open. The templates will contain chat hours and links to discourage people with common issues from chatting if they haven't read the article yet.
