616034 - Firefox Sync Setup Dialog Doesn't Fully Work

When I go through the steps of creating a new account, I can enter my email, password, verify password, save my sync key, but when I get to the screen that attempts to validate that I am not a robot the screen contents are blank.

Reproducible: Always

Steps to Reproduce:
1. Click Tools Set Up Sync...
2. Click Create New Account
3. Enter email, password, verify password and check box Click Next
4. Save Sync file and click Next
5. Screen contents to verify that I am not a robot is empty
Actual Results:  
Empty dialog contents on Robot verify screen.

Expected Results:  
I guess an input box that needs me to enter a Captcha

WFM - Can you try again? The re-captcha service it uses could have been down
