Details
Right now if you click the timestamp of an unreviewed translation and then edit it, the source from your previous work is not populated in the translation window. This prevents localizers who are not reviewers from editing their own work.
The work around (which is not obvious and only available to reviewers) is to go back to the history view, click on review and copy the source. Then, click edit and paste in the source.

There is a very similar bug when you reject a revision. In that case you can click on the date to get the rendered version of that revision, but clicking on edit gives you an empty box. So there is no way to access the source code anymore. This is true even for reviewers.

Right now if you edit a document without approved revisions, we take the source from the most recent unreviewed revision. This was fixed in bug 615701.
Does that solve this bug? Or, do we need to be able to start editing based on any past revision?

Either this is fixed or we don't have time to fix it for 2.3.2.

This should be resolved with the fix to bug 618936
