Scrolling page with a touch screen scrolls also in the tab bar

When scrolling page on a touch screen, it also browses the tab bar. It only happens with fairly quick downward swipes, and when end of the page is reached, tab bar behaves normally. 

It seems that for some reason when swiping downwards, browser understands it so that it browses the page and the tab bar simultaneously.

When browsing upwards, or from side to side, browser and tabs behave normally.

Check the URL, it should explain quite clearly.

Reproducible: Always

Steps to Reproduce:
1. Use touch enabled screen, browse with touch.
2. Have more tabs open than can be shown in the tab bar.
3. Be on a page higher than can be shown in the browser window.
4. Swipe downwards, on slow swipes browser should behave normally, but on faster swipes it also browses the tab bar.
5. Reach the end of the page, tabs stop browsing.
Actual Results:  
When browsing downwards, also tabs in the tab bar are browsed.

Expected Results:  
When browsing downwards, only the website should be browsed, tabs should stay still.

Computer:
Lenovo X201 Tablet, Win7 32bit. It's a tablet pc with wacom pen and digitizer (two point capacitive multitouch).
Default theme in the browser, autoscrolling and smooth scrolling enabled (disabling doesn't make any difference).
Do you have any extensions installed? Would be good to know if that bug also happens with a fresh profile: http://support.mozilla.com/en-US/kb/Managing+profiles
I disabled all extensions and plugins, but unfortunately outcome is still the same.

I'll try to ask some other tablet pc users if they could reproduce this bug.
Edward, do we have a special component for issues like that?
Firefox/tabbed browser seems reasonable to me. (Did you mean to cc someone else?)
I can confirm bug exists also on Microsoft Surface Pro 2.
