sutagent needs to give an action when launching the browser otherwise we pass null and currently crash

bug 616538, has more details and will provide a fix to guard against this in Fennec.

In SUTAgent, we should play as nice as possible.  If we can pass an ACTION_VIEW to the intent when launch org.mozilla.fennec, that will help.
More precisely we will set the action to ACTION_VIEW when a URL is being passed on the command line (i.e. http:// ... ) and ACTION_MAIN when no URL is found. Code has been tested locally to do this, and I have sent agents to several folks to validate in their environments.
I believe this is resolved?  bmoss, are there any pending items that I am forgetting?
