616625 - Add-on bar should be left-aligned for LTR locales

The new add-on bar starts icons on the right side and grows towards the left, likely as a side effect of how the status bar used to work.

Ideally, the add-ons bar should work like any other toolbar, be customized the same way, and position icons in the same way.

The only argument I can see for keeping the icons on the right is that it's a little more visually intrusive for left-to-right brains, since left side is more dominant when looking at the UI. The add-ons bar is designed to be easily dismissable, and for heavy add-on users, so I don't think this is really enough of a reason to not keep the toolbar consistency with the rest of the UI.
